Job Summary
The department of plant engineering consists of following functions: project management, equipment engineering, and facility & utility management. The Head of Plant Engineering is responsible for leading and managing the plant engineering functions, covering capital budgeting and project management, equipment lifecycle, facilities, and utilities to support safe, reliable, and efficient manufacturing operations. This role ensures plant engineering strategies align with site and corporate objective, regulatory requirements and other applicable business needs.
As part of the site leadership team, you will collaborate across teams and functions to drive plant level initiatives. You will also represent Singapore to collaborate globally to influence and contribute on plant engineering matters.
The ideal candidate should pose:
- Proven leadership experience with strong team and capability development,
- In-depth knowledge of engineering standards, equipment, utilities and facility management within the manufacturing environment.
Essential Duties and Responsibilities
- Develop and execute plant engineering strategy that is aligned with operational needs and business goals.
- Be an active member of site leadership team, collaborate across teams and functions to drive plant level initiatives. Collaborate globally to influence and contribute on plant engineering matters.
- Lead and develop a high performing plant engineering team, fostering a culture of safety, quality, collaboration and continual improvement such as lean, innovation etc.
- Drive and develop strategically aligned workforce, internal capabilities and processes to ensure effective delivery.
- Ensure all activities adhere and comply with all applicable regulatory requirements, quality standards, and internal processes.
- Lead risk assessment and engineering control to support safety, quality, delivery, cost, and business continuity.
- Plan and manage departmental budget, capital expenditure, resourcing, and prioritization.
- Oversee the planning and execution of capital and infrastructure projects, ensuring scope, timelines and budgets are meet.
- Ensure proper assets lifecycle management including selection, commissioning, qualification, maintenance and decommissioning. Drive equipment reliability and availability by implementing best practices in maintenance and asset care.
- Ensure the site infrastructure, building, utilities, security and outsourcing activities (including contractors) are managed and maintained in compliance with regulatory, environmental and operational standard.
- Lead energy management and sustainability initiatives to reduce environmental footprint.
- Accountable for performance and all deliverables within the department.
Education
- Bachelor’s degree in engineering (mechanical, electrical, or relevant discipline).
- Minimum 10 years relevant experience and 5 years of supervision / management skills.
- Proven leadership experience with strong team and capability development.
- Strong communication, stakeholder management, problem-solving abilities, and a team player.
- In-depth knowledge of engineering standards, equipment, utilities and facility management
- Knowledge of pharmaceutical/medical device manufacturing environment. Experienced in cGMP.
Preferred Knowledge, Skills and Abilities
- Experiences in lean management, black belt certified
- Demonstrated capabilities in executing TPM (Total Productive Maintenance) in driving maintenance excellence
- Ability to liaise with government agencies and manage contractors effectively.
