Job Summary:

  • To plan, direct and implement initiatives in managing the full spectrum of human resources programs and activities for China Operations and Commercial within the set budget.  To ensure competent resources are available to deliver efficient and effective services to meet the company’s objectives through recruiting, staff development, rewards and retention programs.
  • Lead HR shared service across China country, including Qingpu Plants and China Commercial.
  • Act as local Subject Matter Expert, by providing support to Regional HR COE, i.e. Talent Acquisition, Total Rewards, Learning & Development initiatives.


Essential Duties and Responsibilities:     

  • Be a key business partner to the Heads of Departments and provide strategic, pragmatic and timely HR leadership advice/resolutions in managing grievances, conflicts, assist in counseling employees as well as keeping the HODs updated of issues and status progress update.  Change Management:  Influence and facilitate the process of organizational change and development, leading to improved organizational and individual performance.
  • Work closely with Asia Pacific HR in implementing regional HR strategies/programs at local levels
  • Partner with Total Rewards to design and implement compensation, reward and benefit programs within the business budget, ensuring external competitiveness and internal equitably to attract, retain and motivate.
  • Manage the annual salary & bonus review per global process by partnering and providing guidance to manager.
  • Manage the global performance management and measurement systems at country level to elevate management effectiveness through optimization of employees’ performance.
  • Provide leadership in Talent Management, ensuring Consensus Reviews are efficiently managed and development plans implemented.  Drive Succession Planning to ensure potential successors are available to fill critical positions when the need arises.
  • Provide necessary guidance to HR associates doing payroll and ensure the timely completion of the monthly payroll & ensure proper reconciliation of payroll journals.
  • Plan and implement timely recruitment activities in accordance with budgeted headcount to support the manufacturing facilities.  Conduct Induction/ Orientation, completing pre and post recruitment formalities.
  • Interview and select suitable candidates for managerial/supervisory positions jointly with managers to meet recruitment targets in line with Business Plan objectives of growth.
  • Implement HR policies across the organization and locations.  Review the policies and practices to ensure they are in compliance with legal and regulatory framework and in alignment with practices.

Legal Matters: Maintain knowledge and ensure compliance with employment-related laws and regulations. Liaise with the Legal Advisor for statutory and legal issues relating to employment terms and conditions of staff. Keep management updated with the latest statutory requirements, relating to the employment of staff.  Represent organization at personnel-related hearings and investigations.  Develop & maintain healthy relations with government & non- government organizations for better and efficient functioning.

  • Establish effective communication channels to promote understanding of the organization’s culture, objectives, policies and procedures.
  • Partner with Learning & Development team to  develop training and development programs, for both short and long term objectives, through training needs analysis, with preparation of total training plan with coordination of training workshops, training calendar for specific period, to enhance the overall competencies of the workforce.
  • Conduct job related competency training program for employees. Coach, motivate and develop the individual and team to improve performance.
  • Support and roll out any other ad hoc projects that are rolled out by Corporate or Regional offices.


Education and Experience:

  • Degree in HR/Business Administration or equivalent.
  • Minimum 10 years of solid experience as a seasoned HR leader in a manufacturing and MNC environment.   


Knowledge, Skills and Abilities:

  • Strong knowledge of Employment legislations, best practices and industrial relationship background
  • Sound network with other HR professionals and government bodies     
  • High level of integrity and ability to communicate across all levels of staff in the organization
  • Self-motivated and able to work under pressure
  • Understanding of West business & CoreStates’s and KPls, knowledge of West AP's
  • Appreciation of the financials and business drivers affecting the business
  • Excellent cross-cultural and cross-functional management skills in a matrix organization
  • Keep abreast of industry trends, practices, statutory guidelines and deep dive for HR solutions
  • Sound experience of working with HR Information Systems, proficient in Microsoft Office suite
  • Bilingual in Chinese and English (written and spoken)
  • Be aware of all relevant SOPs as per Company policy as they are related to the position covered by this Job Description
  • Support and contribute actively in Lean Sigma programs and activities towards delivery of the set target.
    • Ensure that 5S in working area is maintained.
    • Simplify processes and improvements after approval from Department Manager; reduce printing or photocopying; use recycle papers where possible.
  • Able to comply with the company’s safety policy at all times
    • Work safely by not causing unsafe conditions or doing unsafe acts
  • Able to comply with the company’s quality policy at all times.
    • Ensure results are documented in accordance to cGMP and procedure.
